The WIYOT MOUL (HOUSING) Association is currently accepting applications to own a three-bedroom two bath home on the Reservation.   To be considered all applications and income verification must be POSTMARKED no later than December 15, 2022 or delivered to the Tribal office by 4 pm on December 15, 2022.  

WHO IS ELIGIBLE? An applicant must meet all of the following requirements at the time of application, be an enrolled member of the Wiyot Tribe; be at least 18 years of age or over as of the date of application for assignment;  be without an assignment of Tribal land or similar land use right from this or any Indian tribe; provided, that an undivided ownership interest in a trust allotment obtained through inheritance shall not affect eligibility under this criteria;  not have had a previous assignment canceled for cause within one year from the date of application. [Ord. 5-91 Art. VII, approved 3/11/91.].

WHO CAN BENEFIT? With certain limited exceptions, funds may be used to benefit only Indian families whose income does not exceed 80% of median income (defined to mean the greater of the median income for the Indian area, as determined by the Secretary of HUD, or the median income of the

United States). The right of tribes to give preference to their own members in providing housing assistance is expressly recognized in NAHASDA.  



The chosen application will require background checks for all adult household members to screen out state registered lifetime sex offenders this has been a requirement by statutory law since June 25, 2001.   This requirement was announced in HUD Notice 02-22, released on October 29, 2002.  HUD Notice H 2012-11, issued by HUD on June 11, 2012, re-confirmed that applicants subject to a lifetime state sex offender registration requirement cannot be admitted to federal housing programs. It also requires immediate eviction of tenants who were admitted in error (i.e., management did not identify that they were on offender registries, beginning June 25, 2001).  Once selected the applicant will be required to complete homeowner training.  


RESPONSIBILITIES OF THE HOMEOWNER:   The homeowner shall be responsible for all maintenance of the home, including all repairs and replacements (including normal wear and tear those necessitated by damage from any cause).  If outside workman or contractors are needed to make necessary repairs, it shall be the responsibility of the homeowner to obtain their services.  Adequate homeowners’ insurance (fire and property damage) will be carried at the homeowner’s own expense and the homeowner shall provide to the TRIBE a certification of said insurance prior to taking possession of the new home. A separate statement acknowledging the requirement for homeowners’ insurance shall be signed by the homeowner.

PENALTIES FOR HOMEOWNER VIOLATIONS:  Penalties for violation of the agreement shall include Repayment by the Homeowner of the cost to build the home.  If violation occurs within 0 to 10 years of initial occupancy, the full amount of the grant must be repaid.  If violation occurs within 11 to 20 years of initial occupancy, 90% of the original amount must be repaid.  After 20 years of initial occupancy, no repayment.

Cancellation of the Homeowners tribal assignment, which, subject to Sect. 5.2 of the Assignment Ordinance, could result in forfeiture of the home constructed thereon for reassignment to another eligible grantee.  Imposition of punitive actions by the Tribal Council, such as withdrawal of eligibility to participate in tribal programs and privileges.

HOW WILL THE APPLICATIONS BE SELECTED?  The MOUL Association will review applications submitted by the deadline that are complete all questions answered, and income verification documents are attached.  Applicants that meet the eligibility/beneficiary requirements will be numbered.  A lottery will be conducted, and the winning number will receive notification to complete the screenings required to move forward.   Once the home is awarded, the new homeowner will be required to move in within 30 days.  

Please remember to complete ALL questions and do not leave any areas blank. It is CRITICAL that all income verification documents are completed and submitted along with the application for all citizens 18 years of age or older. Incomplete applications will not be processed.  

Furthermore, all applications and income verification must be POSTMARKED no later than December 15, 2022 or submitted in person at the Tribal Office before close of business at 4:00 P.M. on Thursday December 15, 2022.
